Penny Morgan attended high school at the North Carolina School of Science and Mathematics and received a Superintendent's nomination to the US Naval Academy where she received her Bachelor of Science degree in English. She also holds a Master of Science in Engineering Management and Systems Engineering from the George Washington University.

After graduating from the Naval Academy she received her commission and served her nation honorably as a Surface Warfare Officer for 14 years. Her tours, encompassing several overseas deployments, included Division Officer and Department Head positions aboard Aegis surface ships and amphibious class ships, specializing in weapons and combat systems operations, propulsion and engineering, navigation and ship handling, and anti-terrorism/force protection. While assigned to instructor duty at the US Naval Academy, she taught military strategy, navigation and seamanship, and capstone courses and served as an officer-in-charge for Yard Patrol craft training curriculum.

Mrs. Morgan moved into the private business arena and as a government and private business support contractor, obtained extensive experience in leadership roles in project / program management, financial management, systems engineering, modeling and simulation, and expeditionary warfare. She has served as a business development and strategic development executive for several successful small businesses and currently serves as President of AERMOR LLC.
