Program Analyst: Capability Development

AERMOR is seeking qualified individuals to assist with the program management, planning, design, execution, analyses, assessment, and reporting/product delivery for advancement, implementation, operation and execution of Fleet Experimentation (FLEX) to support Distributed Maritime Operations (DMO) and supporting concepts.

Responsibilities Include:

  • Maintain awareness of concept development, science and technology (S&T) / research and development (R&D), wargaming, technical demonstrations (including the ANTX series), capability development exercises (including the FBP/LSE series), studies, modeling and simulation (including the NILEX series), and developmental testing.
  • Support Navy gap and solution analysis to identify priority warfighting gaps and the solutions that can mitigate these gaps.
  • Track development of selected solutions that have been identified as priorities to address key Fleet gaps.
  • Support Navy-Marine Corps (Naval) integration efforts.
  • Participate in, Echelon I capability development processes including the OPNAV N&-led Analytic Master Plan, and the CNO NAVPLAN/NIF lines of effort led by various OPNAV directorates.
  • Support development of Navy proposals for DoD capability development and transition pathway programs including the Rapid Defense Experimentation Reserve (RDER) program and others.
  • Support preparation, review, and presentation of informational and decision papers and briefings on capability development topic at up to the Flag/General Officer and Senior Executive level.


Required Skills and Experience: 

  • Eight (8) years previous military experience, 6 years’ experience as a warfare designated officer, and at least two years’ experience working with Echelon two (II) military commands or Echelon three (III) military commands.
  • Six (6) years’ experience leading diverse project teams that include stakeholders from multiple Department of Defense organizations.
  • Two (2) years’ experience analyzing technical reports to identify appropriate follow on actions.
  • Excellent verbal and written communication skills.
  • Bachelor’s degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business.
